Fixing critical issue with manual- and autopayouts
...
This is a proposed fix for #128 :
* Mark auto_payout running via DB setting, unlock when done
* Just before actually sending money, check for running cron

Do not deduct fees from balance when transmitting
...
Fixes #106 , we want to transfer the entire balance and let the RPC
server deduct any fees that might apply.
